Oak Harbor sits in the Olympic rain shadow. The weather station at Naval Air Station Whidbey Island records about 20 inches of rain a year. The Seattle airport averages closer to 39 inches. Most of Oak Harbor's rain still lands between October and April, and it arrives on the wind.

The city counts 10,469 housing units in Oak Harbor. About 60 percent of them are single family detached houses. Mobile homes make up another 5 percent. Those figures come from the city's 2024 Housing Needs Assessment.
Age is the part that matters for a roof. City figures put 14 percent of the housing stock in the 1970s and 17 percent in the 1980s. Another 18.8 percent went up in the 1990s and 18.5 percent in the 2000s. Only about 8 percent has been built since 2010.
A house built in 1985 is 40 years old this year. Shingle roofs do not run that long, so most of those homes are on a second roof. That one eventually curls, sheds granules and leaks at the flashing. At that point a full tear off and re-roof is the answer, and we check the decking first.
Less rain does not make an easy roof. Island County, which covers Oak Harbor, lists a basic wind speed of 97 mph in its design criteria. Its ground snow load is 20 pounds per square foot. Wind is the number that shows up on roofs here.
The west shore of the island faces the Strait of Juan de Fuca. Joseph Whidbey State Park sits out there on Crosby Road. Houses on that side get the wind first, and so do the waterfront lots at Crescent Harbor and Dugualla Bay. Ridge caps lift, rake edges lift, and driven rain works in behind tired flashing.
Inland the problem changes. Under the firs along Whidbey Avenue and out toward Fort Nugent Park, needles fill the valleys. Moss takes the north facing slopes, and wet debris holds water against the shingle. A roof repair visit starts by finding where the water actually gets in.
Asphalt shingles cover most of Oak Harbor. We install CertainTeed Landmark and Landmark Pro, which are dimensional shingles. Presidential Shake TL is the triple laminate line, cut to look like hand split shakes. We go through the colors with you before anything is ordered.
Standing seam metal is the other common answer on this end of the island. Needles and moss slide off a metal panel instead of packing into the granules. We use Nu-Ray Metals panels from a Washington manufacturer. Ask about standing seam metal roofing for a house, shop, barn or carport.
Metal handles wind well when it is fastened right. The seam locks the panel down along its whole length. Underneath, the underlayment, the venting and the flashing around skylights and vents still do the real work.
Oak Harbor runs its own building department. A job inside the city limits goes through City Hall on SE Barrington Drive. The city works from the International Residential Code and takes applications through its online permit portal. Its own guidance says a permit is usually needed when you alter a building.
Outside the city line the county handles it. Island County's building department states that new and replacement roofing projects require a building permit. That office is at 1 NE 6th Street in Coupeville and uses an online Public Portal. Either way, we confirm the permit with the right office before the job starts.
Oak Harbor keeps growing. State estimates put the city at 24,900 people in April 2024, up 4,438 since 2004. The city's growth target adds another 13,666 people by 2045. Buyers often want the roof done before they move in, and fascia and new gutters go on with it.

They installed a new metal roof on the house we purchased and were able to start quickly which meant it was nearly done by the time we moved in. Whidbey Roofing and Siding (WRS) was the only contractor on the island willing to take on a smaller, but significant project at our home. We do not have a garage, but a carport and patio that not only needed new polycarbonate roofing material, but more importantly some of the supporting wood structure needed replacement due to dry rot. This carport is custom built, but Jeff and WRS did not flinch in suggesting options for roofing and quickly summarizing the scope of structural replacment and improvement needed. Though we had to go with a less expensive roofing option that was not WRS' first choice, they had no problem working with us to use the material they suggested for the 2nd choice, tear-down and replacing the parts of the carport-patio cover support structure needed (which ended up being one-half of the whole cover-structure), assessing the rest of the structure for integrity, painting the structure for us, improving the material used for the facia at their suggestion and being accurate and timely with their work. Jeff the owner and Mike the carpenter/lead worked forthrightly and diligently to re-roof and improve the integerity and safety of a one-off custom carport-patio cover support structure that at least one other contractor said "Hmmmmm" to and did not want to touch. We appreciated WRS' efforts for this as this carport-patio covers the length of our home and plays an important part of our outside-space. Jeff and Mike were also very good with cleanup and hauling out the old materials. Thanks guys.
