Mount Vernon gets far more rain than Whidbey Island does. Published climate figures put the city near 33 inches a year. Coupeville, in the Olympic rain shadow, sits closer to 20. That is a lot more water crossing a Skagit Valley roof every winter. Out on the flat delta little slows the wind, so rain gets driven sideways into shingles, flashing and trim.

Mount Vernon sits on the Skagit River delta, and it is a wet place. Published climate figures put the yearly average near 33 inches of rain. November runs close to five inches on its own. July, the driest month, gets a little over an inch.
The island is a different story. Coupeville averages about 20 inches a year, because the Olympic Mountains block a good share of the weather. Mount Vernon does not get that same shelter. Roofs here take roughly half again as much water, and the flashing, valleys and gutters feel it first.
The other Mount Vernon factor is open ground. West and south of town the delta is flat farmland, and wind crosses it with little in the way. Wind-driven rain finds lifted shingles, tired flashing and gaps at trim. Closer in, big firs and maples drop needles into valleys and gutters, and shaded north-facing roof planes grow moss.
The housing here covers a wide range of ages. Census-based figures put the median Mount Vernon home around 1989. Better than one house in ten was built before 1950. Those older houses sit in and near historic downtown, on the blocks by the Skagit Riverwalk.
Downtown roofs bring downtown problems: older chimneys, added-on dormers, tight valleys and flashing patched more than once. Interstate 5 was pushed through downtown in 1969 and split it from much of the residential district.
Away from the river, up on the hill, the picture changes. Little Mountain, Eaglemont and the streets around Hillcrest Park and East College Way hold newer subdivisions. Those roof planes are wider and simpler, and they sit high and open to the wind. CertainTeed Landmark, Landmark Pro and Presidential Shake TL shingles all suit a roof like that.
West of town the flats run out to the tulip fields, with Fir Island and Conway to the south. The buildings out there are farmhouses, barns, shops and equipment sheds. Long, simple roof lines on open ground suit standing-seam metal roofing. We use Nu-Ray Metals panels from a Washington manufacturer.
The City of Mount Vernon publishes a list of work that does not require a building permit. That list includes a residential re-roof with one existing layer and no roof decking repair. So a straightforward re-roof over sound decking is generally exempt inside the city. A roof carrying two layers, or one with bad decking underneath, moves back into permit territory.
Permits in the city go through Development Services at 910 Cleveland Avenue. The department takes applications on its online permit portal. The permit desk answers at (360) 336-6214. Window swaps have their own line on that exempt list for in-kind replacements that meet current code. Confirm your project with the city, because these lists get updated.
Outside the city limits the rules come from somewhere else. Conway, Clear Lake, Big Lake and the farm addresses on the delta fall under Skagit County. We check which office covers an address before the crew starts. Where the jurisdiction lets a contractor pull the permit, we pull it.
We are based in Langley, on the south end of Whidbey Island. Getting to Mount Vernon means driving the length of the island to the Deception Pass bridge. From there it is Highway 20 east across the Swinomish Channel to I-5 at Burlington. Then a few miles south on I-5 into town, bridge and highway the whole way.
That drive puts the Skagit side of our service area within easy reach. Conway sits at the I-5 interchange near the mouth of the river. Clear Lake and Big Lake sit along State Route 9. Burlington is a few minutes north, and we work all of it.

Whidbey Roofing and Siding (WRS) was the only contractor on the island willing to take on a smaller, but significant project at our home. We do not have a garage, but a carport and patio that not only needed new polycarbonate roofing material, but more importantly some of the supporting wood structure needed replacement due to dry rot. This carport is custom built, but Jeff and WRS did not flinch in suggesting options for roofing and quickly summarizing the scope of structural replacment and improvement needed. Though we had to go with a less expensive roofing option that was not WRS' first choice, they had no problem working with us to use the material they suggested for the 2nd choice, tear-down and replacing the parts of the carport-patio cover support structure needed (which ended up being one-half of the whole cover-structure), assessing the rest of the structure for integrity, painting the structure for us, improving the material used for the facia at their suggestion and being accurate and timely with their work. Jeff the owner and Mike the carpenter/lead worked forthrightly and diligently to re-roof and improve the integerity and safety of a one-off custom carport-patio cover support structure that at least one other contractor said "Hmmmmm" to and did not want to touch. We appreciated WRS' efforts for this as this carport-patio covers the length of our home and plays an important part of our outside-space. Jeff and Mike were also very good with cleanup and hauling out the old materials. Thanks guys.
