Coupeville sits right on Penn Cove, near the middle of Whidbey Island. The Olympic rain shadow keeps this stretch drier than the south end, but the wind makes up for it. Coupeville is the Island County seat, set on Penn Cove off Saratoga Passage. The town is small, with 1,942 people counted in the 2020 census. Roofs here sit in very different spots. A house on Madrona Way or at Penn Cove Park takes wind and salt off the water. Out on Ebey's Prairie, the same wind arrives with no trees in the way.
Island County lists a basic wind speed of 97 mph in its residential design criteria. That number shapes how a roof gets fastened here. On the water side we watch nail patterns, starter courses and the flashing at every wall and chimney. Salt air is also hard on cheap fasteners and thin drip edge.
The rain shadow cuts both ways. Central Whidbey is the driest ground on the island, so moss grows slower here than down south. Shaded north slopes under big firs still hold moss and fir needles. If your roof backs onto woods near Fort Ebey or Crockett Lake, the roof repair visit starts at the valleys.
It depends on which side of the town line you sit. The Town of Coupeville has its own planning and building department at 4 NE 7th Street. Permits there go through an online portal. Island County Planning and Community Development handles the unincorporated area, from 1 NE 6th Street. Both offices are in Coupeville.
There is a second layer here that most island towns do not have. All of Coupeville sits inside Ebey's Landing National Historical Reserve, which Congress authorized in 1978. Projects inside the reserve get reviewed against the reserve's Design Guidelines. Many of them need a Certificate of Appropriateness before work starts.
The application asks for existing and proposed materials, roofing and siding included. Island County sorts projects into Level A, B and C review. Its own guidance says most projects are not exempt. Whether yours needs a certificate depends on your parcel and its design review area. Talk to the town or the county before you order material, and we will build to what they approve.
Coupeville is one of the oldest towns in Washington. Captain Thomas Coupe laid it out in the 1850s. Front Street still holds 19th century false-front commercial buildings, the historic wharf and a blockhouse. Victorian houses stand behind them. On buildings that old, the details matter more than the material list.
Older Coupeville homes bring their own list. Roof lines have been changed over the years, so old flashing hides under newer courses. Trim, fascia and window sills are often original wood, and rot sits where the paint gave out. We open those spots, replace what is soft and flash it so water leaves the wall.
Outside the historic core the picture changes. Most homes there went up from the 1970s through the 1990s. Many are now on their second or third roof. Prairie Center, San de Fuca, Monroe Landing and Admirals Cove fall into that group. Worn asphalt and soft fascia are the usual finds, and wood rot repair gets handled with the roof.
Metal comes up often on this side of the island. A standing seam panel roof sheds fir needles and moss better than asphalt, and it takes wind well. Shops, barns, carports and patio covers on the prairie roads take metal easily. We use Nu-Ray Metals panels, and standing seam metal roofing covers the profiles and how they get vented.
Inside the reserve, material and color are part of the review. The reserve guidance leans toward wood as the main exterior material, with fiber cement accepted. Vinyl and aluminum are meant to be kept to a minimum. Confirm the current wording with the town before you settle on a product. We work in lap siding, board and batten, shingle siding, fiber cement, cedar and vinyl.
Asphalt is still the common choice on Coupeville homes. We use CertainTeed Landmark, Landmark Pro and Presidential Shake TL shingles. Presidential Shake TL reads like hand-split wood shake, which suits an older house better than a flat three-tab look. Colors get picked on site before anything is ordered.

Whidbey Roofing and Siding (WRS) was the only contractor on the island willing to take on a smaller, but significant project at our home. We do not have a garage, but a carport and patio that not only needed new polycarbonate roofing material, but more importantly some of the supporting wood structure needed replacement due to dry rot. This carport is custom built, but Jeff and WRS did not flinch in suggesting options for roofing and quickly summarizing the scope of structural replacment and improvement needed. Though we had to go with a less expensive roofing option that was not WRS' first choice, they had no problem working with us to use the material they suggested for the 2nd choice, tear-down and replacing the parts of the carport-patio cover support structure needed (which ended up being one-half of the whole cover-structure), assessing the rest of the structure for integrity, painting the structure for us, improving the material used for the facia at their suggestion and being accurate and timely with their work. Jeff the owner and Mike the carpenter/lead worked forthrightly and diligently to re-roof and improve the integerity and safety of a one-off custom carport-patio cover support structure that at least one other contractor said "Hmmmmm" to and did not want to touch. We appreciated WRS' efforts for this as this carport-patio covers the length of our home and plays an important part of our outside-space. Jeff and Mike were also very good with cleanup and hauling out the old materials. Thanks guys.
