Greenbank sits on the narrow neck of Whidbey Island. Admiralty Inlet is a short distance west and Holmes Harbor cuts in from the east. Wind comes off open water on both sides and crosses that neck with little to slow it.
Island County designs to a basic wind speed of 97 miles per hour, plus topographic effects. On a roof, that shows up at the edges first. Ridge caps lift and starter courses let go at the eaves. A standing seam metal roof handles that push well, and so does a shingle roof nailed and flashed properly.
The wet side matters too. The island sits partly in the Olympic rain shadow, drier at the north end and wetter at the south. Greenbank sits between the two, and the wet season still runs roughly October through April. Under big fir and cedar, the shaded planes stay damp, and moss takes hold there.
Greenbank is mostly large parcels and acreage rather than tight subdivisions. Homes sit back under trees, up on high bank above Saratoga Passage, or down at the water. Lagoon Point runs along the west shore, where a salt marsh was dredged into canals in the early 1960s. Holmes Harbor Estates sits on the other side, 72 homes in forest above Holmes Harbor.
That mix means the roofs are a mix too. A house that has stood at Lagoon Point since the 1960s is likely on its second or third roof covering. Newer waterfront builds run steeper pitches, with dormers and skylights to flash. Bigger parcels often carry a shop, a barn or a carport that needs a roof as well.
Siding takes the same beating as the roof on these lots. Salt air and wind driven rain work at the side of a house facing open water. We handle siding installation and re-siding in lap, board and batten, shingle, fiber cement, cedar and vinyl. When old siding comes off, we repair what has rotted underneath before the new siding goes on.
Greenbank is unincorporated, so it does not sit inside any city limits. Island County Planning and Community Development in Coupeville handles building permits here. Oak Harbor, Coupeville and Langley each run their own permit desk inside their city lines. A Greenbank project goes through the county instead.
Island County states that new and replacement roofing projects require a building permit. Applications go through the county's online Public Portal. The county building department takes questions about a specific property at 360-679-7339. Rules and fees change, so we confirm the current requirement before a job starts.
We pull the permit where the county lets the contractor do that. On a simple re-roof, we handle that step for you. If the scope grows once the old roofing is off, we tell you what changed before carrying on. That happens most often when the decking underneath has been wet for years.

Whidbey Roofing and Siding (WRS) was the only contractor on the island willing to take on a smaller, but significant project at our home. We do not have a garage, but a carport and patio that not only needed new polycarbonate roofing material, but more importantly some of the supporting wood structure needed replacement due to dry rot. This carport is custom built, but Jeff and WRS did not flinch in suggesting options for roofing and quickly summarizing the scope of structural replacment and improvement needed. Though we had to go with a less expensive roofing option that was not WRS' first choice, they had no problem working with us to use the material they suggested for the 2nd choice, tear-down and replacing the parts of the carport-patio cover support structure needed (which ended up being one-half of the whole cover-structure), assessing the rest of the structure for integrity, painting the structure for us, improving the material used for the facia at their suggestion and being accurate and timely with their work. Jeff the owner and Mike the carpenter/lead worked forthrightly and diligently to re-roof and improve the integerity and safety of a one-off custom carport-patio cover support structure that at least one other contractor said "Hmmmmm" to and did not want to touch. We appreciated WRS' efforts for this as this carport-patio covers the length of our home and plays an important part of our outside-space. Jeff and Mike were also very good with cleanup and hauling out the old materials. Thanks guys.
