Clinton sits at the wet end of Whidbey Island. The rain shadow that keeps Coupeville dry thins out down here, so south end roofs stay damp. Moss takes hold on shaded north-facing slopes under the firs, and fir needles pack valleys and gutters. Out on the bluff above the ferry and at Scatchet Head, wind off Puget Sound hits the roof edge.

Published island rainfall figures put the south end of Whidbey near 36 inches a year. Coupeville, in the middle of the island, sits closer to 20 to 22 inches. That gap shows up on Clinton roofs. Shingles stay wet longer here, and moss gets a longer season, so the north-facing planes give out first.
Wind is the other half of it. Island County design criteria list a basic wind speed of 97 mph for the island. On a south-facing headland like Scatchet Head or Possession Point, the gusts arrive first and stay longest. Those are the roofs where we look hardest at ridge caps, rake edges, valley metal and fasteners.
Salt air works on everything near the water. It pits fasteners and eats at flashing, and it pulls paint off fascia and trim. On a beach lot we pick the flashing and the fastener metal with that in mind. Ask us what we would use on your house and why.
Sunlight Beach and Maxwelton sit on Useless Bay, west of the ferry landing. The bay got its name from the weather sailors found there. Homes on that shore run from small older beach cabins to year round houses built out toward the sand. Many face south across the tide flats and Deer Lagoon with nothing to break the weather.
That exposure is hard on more than the roof. Wind-driven rain hits the south wall and the window sills all winter. Older beach cabins often show soft fascia and soft sill wood before the roof itself gives up. We handle that as wood rot repair, and new siding installation goes back over sound framing.
Maxwelton runs inland from the beach at Dave Mackie Park and up the valley. Those lots trade wind for shade. Big firs and cedars drop needles and cones onto the roof and into the gutters. Under that canopy we pay close attention to venting, valley metal, flashing and where the water leaves the roof.
Much of Clinton sits on a high bluff above the water, with Columbia Beach down at sea level. Old Clinton runs north of the ferry dock. Humphrey Road climbs the hill right above the terminal and is lined with houses. Each of those spots gets its own kind of weather.
Bluff top houses take the wind off Puget Sound with nothing in front of them. Houses down at beach level take spray and damp air instead. Back inland at Glendale, Deer Lake and Cultus Bay, the trees take over. There the problem is shade, moss, needles and cones.
Housing here is mixed: small older beach cabins near newer year round houses on wooded lots. At the 2020 census, about one in six housing units on Whidbey Island was vacant. Much of that is second homes, and a slow leak in an empty house runs for months. If you just bought a place in Clinton, get the roof looked at first.
Clinton is unincorporated. There is no city hall here, so the county handles the building side rather than a city office. That means Island County Planning and Community Development, at the county seat in Coupeville. Their building desk answers at 360-679-7339.
The county's building permit page says new and replacement roofing projects require a building permit. Applications go through the county office and its online public portal. Filing rules change, so we confirm the current requirement with the county before a job starts.

Whidbey Roofing and Siding (WRS) was the only contractor on the island willing to take on a smaller, but significant project at our home. We do not have a garage, but a carport and patio that not only needed new polycarbonate roofing material, but more importantly some of the supporting wood structure needed replacement due to dry rot. This carport is custom built, but Jeff and WRS did not flinch in suggesting options for roofing and quickly summarizing the scope of structural replacment and improvement needed. Though we had to go with a less expensive roofing option that was not WRS' first choice, they had no problem working with us to use the material they suggested for the 2nd choice, tear-down and replacing the parts of the carport-patio cover support structure needed (which ended up being one-half of the whole cover-structure), assessing the rest of the structure for integrity, painting the structure for us, improving the material used for the facia at their suggestion and being accurate and timely with their work. Jeff the owner and Mike the carpenter/lead worked forthrightly and diligently to re-roof and improve the integerity and safety of a one-off custom carport-patio cover support structure that at least one other contractor said "Hmmmmm" to and did not want to touch. We appreciated WRS' efforts for this as this carport-patio covers the length of our home and plays an important part of our outside-space. Jeff and Mike were also very good with cleanup and hauling out the old materials. Thanks guys.
