Burlington sits out on the flat of the Skagit delta, about 30 feet above sea level. There is not much between a winter storm and your roof here. Skagit County's emergency management office describes the season as high winds and drenching rain. Wind lifts shingles at the ridge and the rake edges, and rain finds what the wind loosened.

Burlington is farm flat and open. Wind crosses the delta with no ridge or timber to slow it down. Roofs give up shingles at the ridge, the rake edges and the eave first. Those are the places where wind gets under a course and peels it back.
Rain does the quieter damage. It follows any gap the wind opened, then runs along the underside of the decking. By the time a stain shows on a ceiling, water has been in there a while. Most of what we find traces back to flashing, a valley, a pipe boot or a loose nail.
Burlington Hill is the break in the flat. It rises to about 450 feet behind town. Roofs up there sit more exposed than the ones down on the valley floor. Where big trees shade a house, moss builds on the north-facing plane and holds water against the shingle.
Census figures put the middle of Burlington's housing at about 1988. Roughly one house in four was built before 1960, and about one in ten before 1940. Most of those older places sit in the old blocks near downtown and Fairhaven Avenue.
A house from 1988 is on its second roof by now, and many need a third soon. Asphalt shingles wear from the top down here. Granules wash off, the mat under them goes brittle, and the corners start lifting in wind. When that shows up across the whole roof at once, it is time for a full tear-off.
Houses built in the 1990s and 2000s make up close to a third of the town. Those roofs are 20 to 30 years old now and many are still original. That is the age where we start finding cupped shingles, split pipe boots and rusted flashing. One leak in one spot is usually a flashing problem, and a repair handles it.
Burlington runs its own building department, so the city handles permits inside the city limits. That office is part of Community Development on South Spruce Street. The city has adopted the International Building Codes with the Washington state amendments on top.
The city's current fee schedule lists a flat residential re-roofing permit fee. Plan on a permit for a re-roof in town. Fees and requirements change, so confirm the current ones with the city permit office. We can pull the permit where the jurisdiction lets the contractor do it.
Addresses outside the city limits fall to Skagit County rather than the city. We check which office covers your address while we are writing the estimate. Coming from the island does not slow that part down, because the paperwork moves the same way.
The Skagit valley is wet ground. Burlington sits behind dikes, and Gages Slough cuts diagonally across town for about seven miles. The slough is an old bend of the river and acts as a backup channel at high water. High water has a history here, from the 1909 dike break to the slough coming up in December 2025.
The everyday damage is slower than that. Rain and wet air work on the outside of a house all winter. Fascia and trim go soft where a gutter overflows, and the sills under windows and doors go next. We cut that out with wood rot repair, and new gutters and fascia go on with the roof.
Older houses near downtown often carry wood siding that has been painted many times over. The 1990s and 2000s streets lean toward vinyl and fiber cement. We handle both with siding installation, and we open up soft spots before the new siding goes on. On a shop, barn, carport or patio cover, standing seam metal is often the better roof out here.

Whidbey Roofing and Siding (WRS) was the only contractor on the island willing to take on a smaller, but significant project at our home. We do not have a garage, but a carport and patio that not only needed new polycarbonate roofing material, but more importantly some of the supporting wood structure needed replacement due to dry rot. This carport is custom built, but Jeff and WRS did not flinch in suggesting options for roofing and quickly summarizing the scope of structural replacment and improvement needed. Though we had to go with a less expensive roofing option that was not WRS' first choice, they had no problem working with us to use the material they suggested for the 2nd choice, tear-down and replacing the parts of the carport-patio cover support structure needed (which ended up being one-half of the whole cover-structure), assessing the rest of the structure for integrity, painting the structure for us, improving the material used for the facia at their suggestion and being accurate and timely with their work. Jeff the owner and Mike the carpenter/lead worked forthrightly and diligently to re-roof and improve the integerity and safety of a one-off custom carport-patio cover support structure that at least one other contractor said "Hmmmmm" to and did not want to touch. We appreciated WRS' efforts for this as this carport-patio covers the length of our home and plays an important part of our outside-space. Jeff and Mike were also very good with cleanup and hauling out the old materials. Thanks guys.
