Freeland sits on a mile-wide neck of Whidbey Island. Holmes Harbor is on one side and Mutiny Bay is on the other. Roofs here take wind from both, and at Bush Point it comes straight off Admiralty Inlet. Inland near Goss Lake and Lone Lake, big firs shade the roof and feed moss on the north slope.

Holmes Harbor is a six-mile inlet off Saratoga Passage, and Freeland sits at the closed south end of it. Wind funnels down the harbor and lands on the roofs at the bottom. On the west side, Bush Point and Mutiny Bay face open water across Admiralty Inlet. Double Bluff looks south over Useless Bay.
Island County's residential design criteria use a basic wind speed of 97 mph, with an allowance for topographic effects. Wind gets under a shingle at the edge first. That is why the starter course, the ridge cap and the eave fasteners get attention on exposed lots. Wind-driven rain also finds a bad flashing joint long before it finds a bad shingle.
The south end of Whidbey is the wet end of the island. Rain runs roughly October through April, and the firs keep the roof damp between storms. Needles pack the valleys and gutters, water backs up, and moss spreads across the shaded slope. Moss lifts shingle edges and holds water against the mat, so the roof wears out early.
Most of Freeland grew after 1970. Census figures for the 98249 ZIP put the typical house in the early 1990s. A big block went up in the 1970s and 1980s, and building continued through the 2000s. Almost all of it is detached single-family housing on wooded lots or on the water.
That timeline matters. A 1990s asphalt roof is at or past a normal service life right now. Houses from the 1970s and 1980s have often had one re-roof already, sometimes shingles laid over the old layer. We find out which on the estimate visit, because a tear-off and a layover are different jobs.
Newer Freeland houses often have steeper roofs and more dormers, valleys, skylights and roof-to-wall joints. Every one of those is a place water can get in. Older places closer to the water tend to be lower and simpler, with long runs of exposed eave. Metal suits a lot of the simpler ones, and we install standing seam metal roofing across the south end.
Freeland is unincorporated. There is no city hall here, so Island County Planning and Community Development handles building permits for the area. That office is in Coupeville, and it takes applications through the county's online Public Portal.
Island County says new and replacement roofing projects require a building permit. The county even has a short application form for re-roofs and smaller projects. Rules change, so confirm the current requirements with the county permit office before you plan a job. We can pull the permit where the jurisdiction lets the contractor do it.
Being based in Langley helps on the schedule. Freeland is about fifteen minutes up the road from us. An island crew gets to your house without a ferry crossing. That matters in the wet season, when weather moves the calendar.
Salt air reaches a long way in at Mutiny Bay, Bush Point and Double Bluff. It works on nail heads, fasteners and paint, and wind-driven rain pushes water behind trim and siding. On the Holmes Harbor side, the damp sits longer because the trees hold the shade. Both ends of town produce the same result: soft fascia, soft window sills and rot behind the siding.
We handle siding installation in cedar, fiber cement, lap board, board-and-batten and vinyl. New siding goes on over a weather-resistive barrier, with flashing at every window and door. Anything soft comes out first, which is why wood rot repair is part of most siding jobs here. Painting a repaired section to match is part of the work.
Gutters and fascia usually go with the roof. Fir needles fill a gutter fast on a wooded Freeland lot, and a full gutter sends water down the wall. We size the gutters, set the pitch and place the downspouts where water can get away from the house. Windows and exterior doors get the same flashing treatment when we replace them.

They installed a new metal roof on the house we purchased and were able to start quickly which meant it was nearly done by the time we moved in. Whidbey Roofing and Siding (WRS) was the only contractor on the island willing to take on a smaller, but significant project at our home. We do not have a garage, but a carport and patio that not only needed new polycarbonate roofing material, but more importantly some of the supporting wood structure needed replacement due to dry rot. This carport is custom built, but Jeff and WRS did not flinch in suggesting options for roofing and quickly summarizing the scope of structural replacment and improvement needed. Though we had to go with a less expensive roofing option that was not WRS' first choice, they had no problem working with us to use the material they suggested for the 2nd choice, tear-down and replacing the parts of the carport-patio cover support structure needed (which ended up being one-half of the whole cover-structure), assessing the rest of the structure for integrity, painting the structure for us, improving the material used for the facia at their suggestion and being accurate and timely with their work. Jeff the owner and Mike the carpenter/lead worked forthrightly and diligently to re-roof and improve the integerity and safety of a one-off custom carport-patio cover support structure that at least one other contractor said "Hmmmmm" to and did not want to touch. We appreciated WRS' efforts for this as this carport-patio covers the length of our home and plays an important part of our outside-space. Jeff and Mike were also very good with cleanup and hauling out the old materials. Thanks guys.
